In an agency adoption, the birth parent relinquishes his or her rights to the agency, which then stands in the place of those parents. The agency has the final authority to place the child and eventually consent to the adoption.
The agency adoption process is more or less the same as in private adoption, including the need for termination of rights of any parent who does not consent and getting it finalized by the court. As a birth parent, you get to choose the adoptive family, similar to private adoptions.

Usually, a couple adopting through an agency will come to us when they have been notified that a child is available for adoption.
We'll ensure the legal requirements for adoption are or will be met in time for the placement. We may need to terminate the rights of the birth father (find more details here), but at the minimum, will represent the adoptive parents at the adoption hearing.
In Kansas, the Departments of Children and Families (DCF) and Health and Environment (KDH&E) maintain lists of currently licensed child-placement agencies.
